Compliance should be planned before a sample is frozen—not added as a logo at the end of production. The required route depends on where the product will be sold and on the exact radio, antenna, battery, charging, accessory and packaging configuration.
1. Start with the destination market and responsible party
Do not request “CE + FCC” without defining the sales countries and product configuration. Confirm who will be the manufacturer of record, importer, EU economic operator or US responsible party, and who will own the technical documents and authorization records.
- Countries and online marketplaces
- Brand and model identification
- 2.4GHz, Bluetooth or dual-mode radio functions
- USB dongle, charging cable and optional charger
- Battery type and transport documentation
- Importer and responsible-party labeling
- Language and user-instruction requirements
2. EU: RED conformity comes before CE marking
The EU Radio Equipment Directive 2014/53/EU establishes the framework for placing radio equipment on the EU market. A manufacturer must address applicable safety, electromagnetic compatibility and radio-spectrum requirements, prepare technical documentation, complete the applicable conformity assessment and issue an EU Declaration of Conformity before affixing CE marking.
CE is not a universal third-party product certificate. The European Commission states that the manufacturer is responsible for conformity assessment, technical documentation, the declaration of conformity and correct CE marking. The assessment route and evidence depend on the product and standards used.
3. EU RoHS focuses on restricted substances
The EU RoHS Directive restricts specified hazardous substances in electrical and electronic equipment. For an OEM headset project, buyers should define which components and supplier declarations form the material-compliance file, including plastics, solder, cables, printed circuit assemblies, batteries where relevant and packaging-related requirements handled under separate rules.
4. United States: plan FCC authorization for the radio design
A 2.4GHz or Bluetooth headset intentionally transmits radio-frequency energy. FCC guidance explains that intentional radiators generally require equipment authorization through certification before US marketing. The exact radio design, antenna, firmware, enclosure and labeling matter. A previous report or module approval should not be assumed to cover a changed final product without review by a qualified test laboratory or compliance specialist.
5. Freeze the configuration before final testing
| Project item | Freeze before review | Why it matters |
|---|---|---|
| Radio platform | Chipset, module, frequencies, firmware and modes | Defines radio behavior and test scope |
| Antenna | Type, gain, position and cable | Changes can affect RF performance |
| Power | Battery, charging circuit, USB cable and charger scope | Affects safety, EMC and documentation |
| Mechanical design | PCB, enclosure, microphone, controls and lighting | Can change emissions or exposure conditions |
| Branding | Model number, rating label and responsible-party details | Must match reports and market documentation |
| Sales package | Manual, warnings, DoC route, language and packaging marks | Administrative requirements are part of market access |
6. Documents to request during an OEM project
- Exact model and hardware/firmware version covered by each report
- Test reports and certificates or authorization records applicable to the destination market
- EU Declaration of Conformity draft and technical-file responsibility
- FCC identifier and grant details where applicable
- RoHS evidence and supplier material declarations
- Battery safety and transport documents where applicable
- Rating-label, packaging, manual and warning artwork
- Change-control process after sample approval
7. Add compliance requirements to the RFQ
Send the intended markets, wireless modes, preferred model, quantity, logo, packaging and compliance requirements together. JRT Audio can then review the product direction and coordinate the sample and quotation scope. Final certification, testing and market-access responsibilities must be confirmed in the project documents with the buyer and qualified compliance providers.

Buyer questions
Does every wireless gaming headset need the same certifications?
No. The required conformity work depends on the destination market, radio functions, charger or cable configuration, battery, packaging and the responsible economic operator. The final compliance plan should be confirmed for the exact product configuration before production.
What is the main EU framework for a wireless gaming headset?
A wireless headset is radio equipment, so Directive 2014/53/EU (RED) is a central EU framework. The responsible manufacturer must complete the applicable conformity assessment, technical documentation and EU declaration of conformity before affixing the CE marking.
Is CE a certificate that can simply be purchased?
No. CE marking represents the manufacturer's declaration that the product meets applicable EU requirements after the required assessment. A voluntary certificate alone is not a substitute for the legally required conformity process.
What should a US buyer confirm for FCC compliance?
Wireless transmitters are generally intentional radiators. Buyers should confirm the applicable FCC equipment authorization, test scope, identification and labeling for the exact radio design before US marketing or importation.
What should be frozen before compliance testing?
Freeze the radio module or chipset, antenna, PCB, firmware, power and charging design, battery, enclosure, accessories, cable, packaging claims and target markets. Later changes can affect whether earlier evidence still applies.
